EQUAL EDUCATION OPPORTUNITY ACT (EEOA) (1974)

Summary:
Congress passed the Equal Education Opportunity Act (EEOA) in 1974 in order that all children could have equal educational experiences and opportunities. In order for all student to be eligible for a higher education if so desired, this act was reviewed and ensured the appropriate policies were in place for all students in K-12 schools. Even though the focus of this act was primarily on the K-12 concerns, this addition was also designed to provide administrators, educators, and any other persons in the education field who were interested in higher degrees, with pertinent information regarding the EEOA policies and how it impacted the rights of all students they may work with at their schools.
How does this affect……..
Teachers: Are required to have a variety of instructional approaches at their disposal to connect students regardless of their preferred learning methods. This requires educators to be more aware of the cultures of the students they teach.
Students: Having an equal education opportunity means students should be exposed to differentiated lessons that fit the needs of the various learning styles. In addition, being exposed to different cultures and backgrounds that can develop a sense of empathy is essential to getting along with others which can lead to success in school.
Education: Standardized tests, skills tests, placement tests are all in place by state and federal governments to guarantee students are being educated.

The following are legal requirements for serving students with limited English proficiency:
1. Right to freedom from discrimination
2. Right to education programs which are appropriate for students' with language needs
3. State has an obligation to protect the rights of students with limited English proficiency
4. Rights of parent/guardian(s) of limited English proficiency students
5. Right to suitable testing and programs for special education
