I have heard of it many times in conferences, but did not put two and two together. I think this goal came from a great place, however, it was very unrealistic. As a classroom teacher the past ten years, I can relate by the pressure we felt to reach this 100% goal. Evidence can show that it is just not a possibility in most schools. We need to focus on the students, not their test scores.
